The second refers to Jerome Corbell, protagonist of A World Out Of Time.

“Down and Out” was the sequel in Galaxy, part II of the book; the issue featured good cover art of Earth orbiting a weirdly reddish but still recognizable Jupiter…

The first one is "The Stairs My Destination" AKA "Tigger! Tigger" by Alfred E. Milne-Bester. The whole line goes;
