Why is it called an overseas cap? In other words, what makes it different from an army cap not worn when overseas?

When it was first issued, it was only worn by troops outside the US. The reason was it was flat, and easier to pack than the billed cap worn in the states.

By the time I was in, it had become the standard dress uniform headgear for enlisted men. Officers wore the billed cap.

Is that similar to the AF "flight cap"?

I'll tell you I was awfully pleased when they came out with a ladies' version of that thing, for exactly that reason -- they fold flat. (Guys had had them for years, women had to go futzing around with either the frisbee-like beret or what became known as the "bus-driver's hat". )
