Hell, my entire campaign world proposal for WOTC is nothing but the politcal situation around the time of the Great Horde with the serial numbers filed off.

Now, take that altar mentioned. Obviously foul cultists. Given Moscows weather, they are trying to summon Ithquaqa to really put the freeze to the city. Seems he was last summoned in 1942...
