Nope, I suspect that it's quite real. Probably a test of a breaker at a substation or something.
You want *really* spectacular, try a "loss of coolant" accident involving one of those transformers in the substations. You get a blue flash visible for *many* miles (I once happened to be looking in the right direction when that happened 15-20 miles away).
When they go to replace the transformer, they pretty much sweep off the *small* pieces of debris from the concrete slab.
