I find that, although Walt Monegan's refusal to fire Trooper Michael Wooten was not the sole reason he was fired by Governor Sarah Palin, it was likely a contributing factor to his termination as Commissioner of Public Safety. In spite of that, Governor Palin's firing of Commissioner Monegan was a proper and lawful exercise of her constitutional and statutory authority to hire and fire executive branch department heads.
which of course, contradicts finding #1. especially since she didn't fire him but gave him a reassignment that he quit rather than accept. even Monegan says that firing the cop in question was never demanded:
"For the record, no one ever said fire Wooten. Not the governor. Not Todd. Not any of the other staff," Monegan said Friday from Portland. "What they said directly was more along the lines of 'This isn't a person that we would want to be representing our state troopers.' "

you can't have it both ways: either she's in violation and the action was therefore illegal, or she isn't in violation and her acts were legal.
more importantly, this report is not "from the board" but rather the investigator hired by the same guy who promised before they started that the final report would be damaging to Palin. sounds more like a communist country than America. the board simply voted to release the report, they haven't endorsed it..... but you're free to believe whatever you want.
