As for determining when the server's clock ticks over, that might be simple and easy (unless the server only allows one city per user). Try creating a city that you don't publicize at all (so nobody else clicks on its links), then ping it every couple of hours, until the population increases. If you try this I'd suggest that you name the city something quite nondescript, to reduce the chance of someone else clicking on your city.

Oh, BTW, I've set up my own MiniCity: Eutopolis (http://eutopolis.myminicity.com/).
