I like this outline. If you are interested, and can take some time to expand on it, I think you could turn it into a good article for Freelance Traveller (probably for Active Measures), and I'd very much like it if you would.
I also think that if you were to choose to "novelize" the various 'jobs', they'd go nicely into Raconteurs' Rest...
