*sigh* The first doctor did it wrong, not the second. With that number of spots, some sort of biopsy should be done, just to be sure. And they can only do that by nipping off a spot and sending it to the lab. After he knows it is safe, he'll just figure out the best way to remove the rest of them and you will be spot free again. :)
