Thing is, the way Paypal has their customer agreement set up, they *can't* screw up. You only have the "right" to take things to mediation, and they get to choose the mediator. They also don't fall under things like banking regulations.
I quit PayPal when my account was hacked and $500 stolen. I'm not surprised that some bureaucratic a-hole tried to pull this crap. I was relieved to hear that it was resolved, but still hope the jack-hole who started this was fired.
