I'm using "nuclear summoning" as shorthand for the Big Magical Oops that ended the war between the Dwarf Empire (roughly analogous to the Incan Empire, but extending further up into Panama) and the Elf Empire (Mexico south to about Costa Rica.) The Elves were losing against the steampunk dwarfs, and summoned something much bigger than their collective heads. War was over, along with two civilizations, in about 30 minutes.

Scattered bands of survivors reached Europe about a year later, and for four centuries the ocean passage was closed by a barrier no one could breach.
